Tottenham vs Real Madrid: Kane to face European champions at Wembley

Tottenham Hotspur, Mauricio Pochettino, is optimistic that Harry Kane will be fit to face Real Madrid, in their Champions League clash on Wednesday at Wembley.
Kane is hoping to shake off a minor hamstring complaint, which saw him miss their 1-0 defeat at Manchester United last Saturday.
Pochettino said on Tuesday that he was “very confident” the striker would feature at Wembley.
“We’re very confident. He’s on the list. Maybe it’s possible for him to play but I don’t want to say 100%. He trained today but it is important we make the right decision,” he said.
Pochettino also spoke about Dele Alli, who missed Spurs’ first three Champions League games through suspension. Alli travelled with the squad to Madrid last month, a move aimed at making the midfielder feel included.
“When a player is not involved, you feel a little bit down,” Pochettino said.
“Sometimes he had to stay at the training ground, alone, training. It was not easy for anyone. Maybe he was affected a little bit about that.
“Now we’re so happy with the way he’s doing. His internal motivation is higher now, to try to compete at his best level. We’re very happy with his performances, he’s increasing his level. I’m not worried about him. It’s true, he’s disappointed too that he’s not at his best. But it’s coming, like the winter is coming.”

Suspected kidnapper, murderer ‘pilot’ allegedly escapes from police custody

Ogonna Alioka, one of the suspects who allegedly kidnapped, killed and buried an elderly woman, Catherine Okorie in Ishiagu, Ivo local government area of Ebonyi State has allegedly escaped from police custody in Abakaliki, the capital of Ebonyi State.
Catherine hailed from Ishiagu and was kidnapped in her residence on January 18, 2017.
Recall that her abductors killed her four days later and buried her in a shallow grave located in a forest bordering Lokpanta in Umunneochi and Awgu council areas of Abia and Enugu States respectively, for reportedly recognizing one of them.
The escapee suspect whose name was given by the police as Ogonna Alioka also known as ‘Pilot’ when he was paraded alongside other suspected criminals in August 8, 2017, allegedly escaped on the night of 22nd October 2017.
This was disclosed to reporters in Abakaliki by the son of the deceased, Mr Ikechukwu Okorie, in his residence in Abakaliki.
The visibly angry son said that although he was yet to be briefed officially by the police, the intelligence information available to him was that the suspect was no longer in the police cell.
“Do you know the one that is paining us?” he angrily queried. “We spent our money and other resources; we funded the expeditions and this thing happened on January 18 and she was killed on 22nd of the same January.
“By July 31, 2017, we caught the man that drove the vehicle to my compound the day they kidnapped my mother.
“God delivered him into our hand. My brother do you know what we are hearing? That Mr Ogonna Alioka that we know how much we spent for him to be caught since 31st July 2017 has disappeared from the cell they kept him. They said this man disappeared from the police cell last Sunday being 22nd October 2017.
“Where do they tell that kind of nonsense? And this is a man that has given a foundation-shaking confessional statement.
“Our lawyers mounted pressure on the police to arraign this man in court since 31st July. This is October but they are yet to do that.
“They kept dig-dallying only for us to hear from the back door that he is no longer there. However they did it; whatever caused them to release the person that went, kidnapped and shot our mother dead and they would not arraign the person. However the person disappeared, I am sure that Ebonyi State Police Command is joking. It’s a joke of the century” he thundered.
He alleged that a prominent politician from Ishiagu community [names withheld] who he alleged had a hand in the fate of his mother has been making efforts to close up the matter.
New Telegraph newspaper reports that when contacted on telephone, the state Commissioner of Police, CP Titus Lamorde, referred journalists to the Police Public relations Officer, ASP Loveth Odah.
However, all calls and text message to her were neither answered nor replied two hours later.

President Buhari unveils plan to increase his ministers cabinet

President Muhammadu Buhari announced on Tuesday his plans to expand the Federal Executive Council, an indication more ministers are to be appointed into the cabinet.
This was stated this in his address to the National Executive Committee of the All Progressives Congress ( APC ) on Tuesday.
“The compressed Federal Executive Council will be expanded to bring in more supporters at Federal Level, with fresh ideas to be injected into the government,” the president said.
Currently, the FEC meets once a week and is made up of one minister from each state of the federation.
The Nigerian constitution requires that at least one minister must come from each state.
In his speech to the APC NEC held at the party’s national secretariat in Abuja, the president also thanked the governors of the party and the leadership of the National Assembly.
Read the full speech below.
May I warmly welcome everybody to this important meeting of our party’s executive body?
Let me on a personal note thank you all for your prayers and good wishes, which the Almighty Allah answered in the restoration of my health.
I wish to thank you all Party leaders for helping to keep the government running smoothly during my prolonged absence.
I would like to start by commending our Party Leadership chaired by His Excellency, Chief John Oyegun. The Chairman and I worked harmoniously during 1984-85 in a previous government. Happily, circumstances have brought us again to positions of leadership in the country.
I want to thank Chief Oyegun and his staff for steering the party in the last two and a half years. Sometimes it is easier to manage failure than to manage success – and a big success such as that we have achieved.
I must also commend the leadership of the National Assembly led by Senate President His Excellency, Dr. Abubakar Bukola Saraki and Rt. Hon. Speaker Mr. Yakubu Dogara. I must place on record the cooperation and understanding of the National Assembly including some non-APC members who rose above petty party interests and acted in the national interest.
My deep thanks also go to our State Governors who faced stiff challenges, especially their determination to maintain unity and tolerance among our communities. This is in the face of unnecessary politically motivated strife and violence. Credit should go to APC Governors for extending their hand of fellowship to their colleagues from other parties.
In my remarks to the Caucus meeting yesterday, I enumerated the progress that our government has made in the implementation of the programs of government and the Party Manifesto.
We can be proud of our achievements in the last two years, Boko Haram, Niger Delta, Regular Fuel, Improved Power, TSA, Agriculture and Fertilizer, above all, the knowledge that corruption will not be tolerated in this Government. We all know there is CHANGE.
Nigeria’s prestige has gone up, Nigeria is now credit –worthy, a clear testimony of which was the over-subscription of the Euro-Bond by 4 times.
Nevertheless, we are not resting on our achievements. I am quite aware of the challenges before us.
Last year I said we would re-constitute the Boards of Parastatals.
I must regret the fact that we have not done so, for many reasons.
Some of us in this meeting may know I had given instructions since October 2015 for this exercise to start. But there have been inordinate delays through several Committees in an attempt to get the balance right and to make sure all parts of the country are equitably represented.
On the other hand I am keenly aware that our supporters are very eager for these appointments to be announced. By the Grace of God these appointments will be announced soon. Especially now that the economy is improving, we will have the resources to cater for the appointees.
By the same token the compressed Federal Executive Council will be expanded to bring in more supporters at Federal Level, with fresh ideas to be injected into the government.
Let me thank you all again for the commitment and dedicated service to our Party and to remind you that much more will be required of you in the coming months. I hope we can continue to depend on you.
If we keep united and rise above petty or personal quarrels we will surely achieve the desired CHANGE in the country.
I wish us happy deliberations.
Thank you.

Federation Account rakes in N797bn VAT revenue in 10 months

Finance Minister Kemi AdeosunFinance Minister Kemi AdeosunThe Minister of Finance, Mrs. Kemi Adeosun, on Tuesday said about N797.51 billion revenue generated from Value Added Tax (VAT) between January and October was transferred into the Federation Account.
Adeosun released details of the 2017 VAT collection in a statement by her Special Media Adviser, Mr Oluyinka Akintunde in Abuja,
She said that the non-oil revenue represented 46.15 per cent of the 2017 VAT budget of N1.728 trillion.
She said it also showed an increase of 19.78 per cent over the corresponding period in 2016.
She said the highest VAT collection of N86.71 billion was achieved in September 2017, while N84.67 billion and N83.315 billion were recorded in May and October.
The lowest VAT earning of N69.20 billion was in March.
From the collections, Adeosun said that the Federal Government got 15 per cent of the revenue, while the states and local governments received 50 per cent and 35 per cent.
Adeosun reiterated the Federal Government’s commitment to aggressively growing the tax revenue base to drive economic growth.
“Revenue mobilisation is key to national growth and critical to the success of Nigeria’s economic reform agenda.
“We have an unacceptably low level of non-oil revenue and much of that is driven by a failure to collect tax revenues.
“With a tax to Gross Domestic Product ratio of only six per cent, which is one of the lowest levels in the world, we have a lot of work to do if we are going to build a sustainable revenue base that will deliver inclusive growth.
“ Improving VAT and other tax collections is key to Nigeria’s revenue strategy,’’ she said.
Adeosun said that the country’s revenue strategy to improve tax through the Voluntary Assets and Income Declaration Scheme (VAIDS) would lead to a broader tax base and more sustainable revenue for all tiers of government.
“The Nigerian Government is committed to the diversification of the nation’s revenue base. Nigeria’s sole dependence on oil poses enormous challenge on the economy.
“Oil is only 13 per cent of our Gross Domestic Product (GDP) but it represents 70 per cent of government’s revenue, which means if anything happens to oil, it affects everybody.
“The question we need to ask ourselves is: Why is the remaining 87 per cent of GDP contributing so little to government’s revenue?
“If we are able to have those other revenues which are much more stable, predictable and less volatile, then if the oil price goes down, we’ll be able to maintain some level of stability,’’ she said.
Adeosun assured that the Federal Government would continue to collaborate with state governments as part of its determined efforts to grow the non-oil revenue base, including raising the VAT collection to N100 billion monthly.
The government, she added, would also extend its tax compliance to the private sector as well as intensify efforts in ensuring that the Ministries, Departments and Agencies (MDAs) were tax complaint.

SON impounds N9m substandard products in Kano

SON on Fake Products
The Standard Organisation of Nigeria (SON) has confiscated 552 bags of copper sugar and 227 cartons of Tasty Tom Spaghetti valued at N9.3 million allegedly smuggled into Kano State markets.
The State Coordinator of SON, Alhaji Yunusa Mohammed, made this known to the News Agency of Nigeria (NAN) on Tuesday at Karaye Local Government area during enforcement operation.
Mohammed said that the feat was achieved during a raid on major shops in the state.
He said that part of the mandate of the organisation was to ensure quality assurance and standardisation of products and ensuring that people got standard and quality products for their safety.
According to him, sugar must have a purity colour grade of 145 icumsa and most of the sugars imported into Nigeria have high icumsa grade level.
The coordinator said the purity should be determined by the colour, explaining that in the process of producing sugar, some chemicals were put into it which have health implications, if consumed.
He said that the organisation would not relent in ensuring that only standard products were taken to the markets.
“We will ensure that substandard products are taken out of markets in Kano and its environs.
“We are tirelessly working toward sustaining our enforcement efforts in the state and no stone will be left unturned in our crusade,” he said.

Buhari aware of Maina’s reinstatement, I warned him —HoS in leaked memo

The Head of Service of the Federation, Mrs. Winifred Oyo-Ita,  has said  President Muhammadu Buhari is aware of the reinstatement of a former Chairman  of the Pension Reforms Commission, Mallam Abdulrasheed Maina, into the civil service.
She however said she warned the President against it.
Oyo-Ita said that her warning was based on the implications such reinstatement would have on the anti-corruption war of the Federal Government.
The HoS stated this in her memo to the Chief of Staff to the President, Mr. Abba Kyari.
The memo, with reference number HSCSF/HCSF/LU/COR/FCSC/750/T, was dated October 23, 2017.
The memo, titled, “Re: Abdulrasheed Abdullahi Maina,” was received in the office of the Chief of Staff to the President on October 23.
A copy of the memo was sighted by our correspondent in Abuja on Monday.
The President had directed the HoS to investigate the circumstances that surrounded the return of Maina to the civil service.
He gave the directive following the public outcry that trailed Maina’s reinstatement.
Maina, whose whereabouts is still unknown,  has been accused of embezzling pensioners’ funds running into billions of naira and is currently under investigation by the Economic and Financial Crimes Commission.
Explaining further, the HoS said she met the President after the Federal Executive Council meeting of Wednesday,  October 11, where she verbally warned Buhari against bringing Maina back to the service.

She, however, did not say what the response of the President was after briefing him.
Oyo-Ita said, “Please, note that the OHCSF was never in agreement with the reinstatement and consequently never conveyed the approval of the FCPC to Mr. A. A. Maina, nor approved his posting to the Ministry of Interior or any other MDA
“Rather, I sought audience with His Excellency, Mr. President on Wednesday, 11th October, 2017 after the FEC meeting where I briefed His Excellency verbally on the wide-ranging implications of the reinstatement of Mr. A. A. Maina, especially the damaging impact on the anti-corruption stance of this administration.”
The letter partly read, “Further to your letter Ref. SH/COS/100/A/1570 dated 23rd October, 2017 on the above subject matter, I write to inform you of the circumstances leading to the irregular recall of Mr. Abdulrasheed Abdullahi Maina.
“I wrote to place on record the following facts as it permits to Mr. A. A. Maina who was dismissed from service on 21st February, 2013.
“The move to recall Mr. A. A. Maina was at the instance of a series of letters from the Attorney General of the Federation to the Federal Civil Service Commission requesting the commission to give consequential effect to the judgement that voided the warrant of arrest issued against Mr. A. A. Maina which formed the basis for the query and his eventual dismissal.

“The FCSC thereafter requested that the Head of the Civil Service of the Federation should advise the Permanent Secretary, Ministry of Interior to consider the AGF’s letter and make appropriate recommendations to the commission and this was so communicated to the Ministry of Interior.
“The Ministry of Interior took the matter to the Senior Staff Committee of the ministry and recommended the reinstatement of Mr. A. A. Maina into the service as Deputy Director.
“The OHCSF forwarded the recommendation to the FCSC which has the constitutional responsibility for appointments, promotion and discipline for further action.
“The FCSC in consideration of the letter from the AGF and the recommendations of the SSC of the Ministry of Interior consequently approved and conveyed the reinstatement of Mr. A. A. Maina with effect from 21st February, 2013 vide letter herewith attached as Annex IV.

Maina on a claim that he has resumed work since 28th September, 2017. The Ministry of Interior informed the OHCSF of this development vide letter Ref. MI/1436/II/24 dated 16th October, 2017 from Ministry of Interior stating that Mr. A. A. Maina has resumed with effect from 28th September, 2017 is attached as Annex V.

Photo: Intending couple collect N500, 000 to sell children in Imo

factory-people.jpg
Many were speechless as some suspects revealed how they stole two children of one Abigail Ukah in Uzoagba, Ikeduru local government area of Imo State and sold them for N1.1 million. The deal was allegedly masterminded by the cousin to the children’s mother, Ms. Oluchi Chibike, with the collaboration of her would be husband, Obinna Eze.
At the parade of suspected criminals yesterday in Owerri, the Imo state capital by the state Commissioner of Police, Mr. Chris Ezike, the would be husband, Obinna Eze, confessed that he only collected the sum of N500,000 for the sales of the children. The children now recovered by the police are five year old, Francis Nwachukwu and his two year old sister Chimazaekpere Nwachukwu. According to the Police Commissioner, Ezike
“On the 29th day of August 2017, Oluchi Chibike, the cousin to Abigail Ukah, came to Uzoagba in Ikeduru local government, Imo state, in company of one Obinna Eze, whom Oluchi Chibike, told the victim, Abigail Ukah, was her intended husband.”
According to Ezike, their mission was to take the children of Abigail, Francis and Chimazaekpere to Obinna’s house for a visit and unknown to Abigail it was a plan to take her children away.”Ezike added that, Obinna and Oluchi, hired and allegedly paid the sum of N160, 000 to Vitalis Lumanze and Chinatu alias Salasco to attack and collect the children from Abigail. He continued:
“In the morning of 30th of August 2017, Oluchi and Obinna took the two children to Enugu and sold them to 45 year old Mrs Nkiru Nwanedu of Egwedi in Njaba LGA, Imo state, at the cost of N1,100,000, , but they were paid N700, 000, with a promise to be paid the balance at a later date.”
The commissioner said that in the course of the investigation, the children were resold by Nwanedu, to one Mrs. Jacinta Amadi of Egede in Udi ,LGA, in Enugu state.
“Amadi, took the custody of the children from 30th August 2017 till 27 October 2017 when they were arrested from their various hideouts in Enugu State and the two children recovered.”
Speaking to Vanguard, Mrs. Oluchi Chibike, cousin to Mrs Abigail Ukah, said:
“Abigail Ukah is my relation. I was not the person who stole the children , but I showed Obinna the children. I don’t leave together with my sister. So, the only way I got involved was that I initiated the process that led to the sale of the children.” Mrs Nkiru Nwanedu , who allegedly bought the children from Obinna and Oluchi, disclosed that she met Oluchi at a fellowship. “Oluchi told me the children were from an orphanage home and said she was going to sell the children for N1.1 million before we started haggling and finally agreed for N800,000.”
On what she knows about the children, Mrs Jacinta Amadi, whom the Police recovered the children from said:
“I do not know anything about the stealing of the children. I only adopted these children. I did not know that the legal process was not followed. This happened in Enugu state, in a church programme.”
Also speaking, the husband to be to Oluchi Chibike, Mr. Obinna Eze said:
“The truth is that I exposed the whole thing and now they are heaping the blame on me. I was given N500, 000. Oluchi is the initiator of this business. “She can tell the story better. Oluchi went to her maternal home and deceived the mother of the children and took them away. She saw me at a burial ceremony and started pointing at me that was how we met. “I left the venue and one Sunday they invited me to a child dedication ceremony at World Bank in Owerri. At that occasion, Oluchi presented me as her husband to be without me knowing their plans. That was how she planned and took away the children.”

The Federal Government has agreed to pay N88 billion as compensation to victims of the Nigerian Civil War in some affected states in the country.
This was the outcome of the consent judgment delivered by the ECOWAS Court of Justice in a case of negligence by the Federal Government to remove remnants of landmines and explosives from the civil war.
A consent judgment is issued when two parties agree to a settlement to end a lawsuit; the parties write up an agreement for the judge to sign.
The suit, filed by Mr Vincent Agu and 19 others against the Federal Government in 2012, had claimed that the government had failed to remove remnants of landmines and explosives since the end of the civil war in 1970.
They claimed that the lethal explosives had maimed, killed and destroyed innocent lives in their various communities.
The plaintiffs also claimed that apart from physical injuries, the abandonment of the war weapons had deprived them of the use of their farmlands, schools and churches.
In the consent judgement delivered by Justice Friday Nwoke on Monday, N50 billion would be paid victims of the war in 11 states in the southeast, southwest and parts of north central regions.
The 50 billion naira is expected to be paid to into a United Bank of Africa (UBA) account with number 1018230076 belonging Chief Noel Agwuocha Chukwukadibia, the nominated counsel for the war victims.
The remaining N38 billion would be for the evacuation of remnants of bombs and other lethal explosives and the construction of basic structures in the affected areas.
The money would be paid to Deminers Concept Nigeria Limited and RSB Holdings Nigeria Ltd charged with responsibility of evacuating the landmines.
By the consent judgement, the Federal Government would also establish a National Mine Action Centre in Owerri, Imo State for the victims.
Parties involved in the case acknowledged that 685 persons were selected and classified as survivors, identified by experts employed to screen and identify true victims of the war.
The experts identified 493 persons of them as victims of either explosions from leftovers of the landmines and other lethal weapons.
The parties in their agreement also acknowledged that a total of 17,000 bombs were recovered and destroyed while a total of 1,317 bombs were still in the stockpile located at the Mine Action Centre, Owerri.
The Federal Government also agreed to remove and destroy, without delay, the stockpile at the centre and in other areas.

EFCC recovers N11.9m for Redeemed Christian Church of God

The Redeemed Christian Church of God, RCCG, has commended the Economic and Financial Crimes Commission, EFCC, for being ” an agent of transformation.
This commendation was given by one of the regional ministers of the church, Pastor Mark Barango, while receiving a sum of N11, 984, 844, 11, recovered and returned to the church by the EFCC .
“My impression with the work of the EFCC is that it is perfect, perfect, perfect. The EFCC is an agent of transformation. Their work is perfect and the church is grateful that the money is returned to us”, he said.
Mr. Ishaq Salihu, South- South Zonal Head of the EFCC, in Port Harcourt, Rivers State handed over the money to him.
The money was stolen by a banker and the Account Officer of the church, Ameh Cyril Idakwoji, in a web of fraudulent diversion and suppression of the finances of the church.
Troubles came for Idakwoji when Access Bank Plc petitioned the EFCC about some missing funds in the accounts of one of its corporate customers in Port Harcourt.
The customer, Jepthah International School, East- West Road, Port Harcourt, Rivers State, could not access N37,000,000 in its account with the bank.
The bank traced the scam to one of its staff, Idakwoji and named him the mastermind of the fraudulent dealings.
Idakwoji doubled as the Account Officer of Jepthah International School and Redeemed Christian Church of God, Region 5, Port Harcourt, Rivers State.
He defrauded the RCCG by suppressing and diverting cheques and cash meant for the Church to cover his shady deals in Jepthah International School.
He was covering up by giving fake Statements of Accounts to both the school and the church. To execute his criminal schemes in RCCG, he forged the letter heads of the church’s Region 5 and the signatures of the Pastor in charge of the Region. He also forged the signature of the church’s accountant and attached same to the August 2017 Salary Schedule of Jepthah International school to the tune of (N7, 129, 128. 78).
The Church denied giving instruction for the payment of the salary of the school. Investigations by the Commission uncovered all the criminal movements of the fund of the church by Idakwoji and a sum of N11, 987, 844.11 found to have been stolen have now been recovered and returned to the church.
It will be recalled that a sum of N36,000,000, recovered from Idakwoji, was returned to the management of Jepthah International School by the EFCC in September.
While presenting the money to the church, Salihu emphasized the commitment of the EFCC to bursting any financial and economic scam, no matter how complex.
He reiterated the zero-tolerance of the Commission for corrupt practices and warned criminal elements in the country to desist from fraudulent practices.
“Crime and criminality are not limited to any group of people. They have no creed, no gender and no religion. The RCCG is a large church and we are pleased to have been able to recover the stolen money for the church”, he said.
An appreciative Pastor Barango promised that the church will continue to pray for the continued success of the Commission.
